New Mexico Health Connections 2020


New Mexico Health Connections 2020! 
 Here are some changes you need to know:
  • New Mexico Health Connections (NMHC) is no longer working with True Health New Mexico (THNM) as their TPA. As their TPA THNM has managed NMHC's back of the house items and their network.
  • Instead they have hired a Colorado company called Friday Health Plans to be their TPA and manage their network. 
Due to this there is Good news and Bad news.
Bad news first:
  • NMHC's network will be different and changing. Mainly their providers.
Good news:
  • NMHC's will still work with Lovelace and UNM hospitals.
  • Because THNM is no longer the TPA for NMHC's they have decided that they are going to start their own Individual Health Insurance plan in 2020.
    • They are taking their network which we have always know as NMHC's with them. So, if you want the same exact network you have had with NMHC's we will most likely want to check out True Health New Mexico's offerings at this open enrollment. 
    • This is fantastic in a way as it creates more competition. 
Based upon all this above news NMHC's is still strong as ever!
Their TPA partner Friday Health Plans is a great carrier which I work with in Denver area as well. They are a strong and smart company when it comes to providing care to their customers. So, I am anticipating their customer service will be better than ever. 

Now lets look at the 2020  New Mexico Health Connections plans!

What to expect:
  • NMHC's has sent out a renewal kit. If you wish to keep the same plan you can return the re-enrollment paperwork back to me via email or fax and I will get to the insurance carrier on your behalf! (Or let me know you sent it off)
  • If you are not sure if you want to renew quite yet then I encourage you to book an appointment with me.
  • Once appointment is booked we will talk about 2020 options and I can share with you the new THNM plans and all the other carriers in New Mexico for 2020.

We just got the new 2020 Presbyterian plans!


  • Members have 6 plans to choose from - 1 Platinum, 1 Gold, 3 Silver, and 1 Catastrophic
  • High Deductible Health Plan (Silver 1) can be partnered with a Health Savings Account (HSA) through HealthEquity. For no fee, members can conveniently open and contribute to an HSA to pay for qualifed out-of-pocket medical expenses tax-free. 

PHS has sent your re-enrollment kit personalized for you to your address on file.  If you wish to keep the same plan you can return the re-enrollment paperwork back to me via email or fax and I will get to PHS on your behalf! If you do not do anything the plans will renew on the same plan or plan that is close to what you currently have. 

Dental coverage - A standard Dental plan is now included at no additional cost!
This dental plan includes preventative and diagnostic care, including coverage for a dental bitewing x-rays, once comprehensive or periodic oral examination and one child or adult cleaning each calendar year.  A more comprehensive dental plan is also available for a low monthly premium starting at $18.15. 
Vision Coverage - Standard and Pediatric plans are included at no cost! A premium plan for materials (glasses or contact lenses) is available for $7.13 per member / month over the age of 19. (Underwritten and Administered by VSP)

  • At our appointment please have guesstimate of what you will be making in 2020. Modified Gross Income is what we use. So, your income BEFORE taxes are taken out. I always tell people look at your "Year to date" income on your paystub for this year to get a general guide post of what you might make in 2020.

On April 3, 2019, New Mexico Governor Michelle Lujan Grisham signed legislation (S.B. 96) amending the state’s Criminal Offender Employment Act by both:
  • Prohibiting private employers form inquiring about an applicant’s history of arrest or conviction on an initial job application; and
  • Providing a grievance process for violations.
The law is effective June 14, 2019.

Medical Marijuana and Employment Protections

On April 4, 2019, New Mexico Governor Michelle Lujan Grisham signed legislation (S.B. 406) enacting the following employment protections within the Lynn and Erin Compassionate Use Act (New Mexico’s Medical Cannabis Program):
  • It is unlawful for an employer to take an adverse employment action against an applicant or an employee based on conduct allowed under the state’s medical cannabis program unless failure to do so would cause the employer to lose a monetary or licensing-related benefit under federal law or regulations.
  • However, the law does not:
    • Restrict an employer’s ability to prohibit or take adverse employment action against an employee for use of, or being impaired by, medical cannabis on the premises of the place of employment or during the hours of employment; or
    • Apply to an employee whose employer deems that the employee works in a safety-sensitive position.
The law is effective June 14, 2019.

Tax Credit for Small Businesses

Senate Introduces Small Business Tax Credit Companion Bill
Last week, Senator Debbie Stabenow (D-MI) introduced S. 1254, legislation to expand the ACA’s Small Business Tax Credit (SBTC), joining H.R. 432, companion legislation introduced in January by Representative Suzan DelBene (D-WA). The SBTC was included as part of the ACA to encourage small employers to provide health insurance to their employees, as roughly half of small employers offer health benefits to their workers. Unfortunately, many employers have been unable to claim the credit due to the current eligibility limitations. These bills would expand the availability of the SBTC to more small employers to help more employers claim the credit and offer their employees coverage.
Currently, credits are available to eligible small employers of up to 25 full-time equivalent employees (FTEs) that pay an average annual wage of less than $50,000. Full credits are available to eligible small employers of up to 10 FTEs with an average annual wage of $25,000 or less.
 As a result of these limited qualification parameters, many employers who wanted to be able to access the SBTC simply don’t qualify, which has resulted in fewer employers claiming the credit than had been expected. Initial projections showed that as many as 4 million small employers would claim the credit through 2019, claiming $40 billion worth of credits; however, there has been less than $1 billion actually claimed. Most small employers who didn’t claim the credit said it was because the wage eligibility standards were too stringent, while others cited the overly complicated process for calculating the credit, which discouraged many from even applying.
Stabenow’s bill would provide a 50% credit for all businesses with 50 or fewer employees, with a phase-out starting at $50,000 in average wages. The bill would further strike the two-year limit for the tax credit, allowing employers to claim the credit on an annual basis. DelBene’s bill would only increase the length that employers could claim the credit from two to three years, instead of in perpetuity. Her bill would also tie the calculation to up to 330% of the federal poverty level ($80,190 for a family of four), increase the threshold for eligible individuals from 10 to 20, and raise the size of businesses eligible from 25 to 50. Additionally, DelBene’s bill would eliminate the requirement that employers contribute the same percentage of the cost for each employee’s plan and simplify calculations by eliminating the current cap of employer contributions to average premiums in the state.
Senators Gary Peters (D-MI) and Tammy Baldwin (D-WI) joined Senator Stabenow as original cosponsors to S. 1254. Peters had previously been the primary sponsor of House legislation when he served in that chamber. Joining Representative DelBene on the House bill included Representatives Ron Kind (D-WI), Dutch Ruppersberger (D-MD), and Ann Kuster (D-NH) as original cosponsors. Additional cosponsors include Peter DeFazio (D-OR), Raul Grijalva (D-AZ), Derek Kilmer (D-WA), Ed Perlmutter (D-CO), Adrian Espaillat (D-NY), Joe Courtney (D-CT), Brian Higgins (D-NY), and Mike Thompson (D-CA).
NAHU supports this legislation to expand the availability of the SBTC to give small employers meaningful access to affordable coverage for their employees.

What if you have to curtail your most longed trip, just because you are sick or have to come back for some inevitable reasons? And all that costs you so high that you finally lose all your savings. Unlike health insurance, we hardly pay any attention to travel insurance. While planning for all other travel expenses we often ignore the most important thing—self protection.

Travel insurance helps when you fall sick or injured; lose or damage your luggage; or your air delays while on holiday. Some travel insurances also cover expenditures if you curtail or cancel your trip in certain situations. So in order to avoid extra expenditure, and meet your health needs which can be very expensive in the country you are holidaying, travel insurance is inevitable. Usually, travel insurance incurs medical, dental expenses and arranges expenditures related to aeromedical evacuation to the travelers, under conditions specified by the insurance policy.
It is always good to buy a comprehensive travel insurance policy in order to avoid high expenses associated with aeromedical evacuation, and medical and dental treatment abroad. But, before buying any travel policy every traveler is advised to analyze the policies carefully and ensure what is covered and check out for any exclusions. Particularly, the travelers who work overseas, or some one who is involved in dangerous jobs, and those traveling for exotic sporting activities should prefer a special travel plan.
Now, what are the things generally covered by a travel insurance? Though the terms and conditions of policies varies from one provider to other, any good travel insurance plan is likely to give coverages that include hospital and other medical treatment expenses during a trip, outside his country, delays and curtailment coverage; compensation for lost or damaged luggage and belongings; and 24-hour helpline for medical and legal assistance. However, an insurance policy may not pay any compensation if luggage is stolen due to deliberate negligence. Same way, they may not pay if a traveler changes his mind to travel. Above all, the main thing to be considered is whether the travel insurance policy covers all the needs of travelers or not.

In cases when a traveler has gold credit card or some other insurance policies that also include travel insurance, then the traveler need not go for another simple insurance, but he should consider whether the policy covers hazardous recreations, such as rafting, mountaineering, skiing, diving, para gliding, hang gliding etc.
It is a common assumption that travel insurances are very expensive, and people usually do not interpret any adverse situation. So, most of the people often neglect buying travel insurance policies. 

Again people have a tendency to spend as little as possible to make a trip, may be because of the monetary constraints. However, prevention is always better, who knows what waits! The traveler may have to spend much more than the amount he plans to actually spend as travel expenses. Availing insurance for travel concerns help travelers in innumerable ways to sort out financial and physical problems that may arise while traveling.

Anyone who has undergone a medical procedure knows it is very difficult to figure out how much an insured patient will pay out-of-pocket. It is often not clarified for months after the procedure, after a flurry of incomprehensible paperwork from insurers, doctors, labs, et cetera, has landed in the patient's mailbox.
(Personal aside: A couple of years ago, my health insurer encouraged me to go paperless, and I signed up for electronic messages about claims. It was so confusing, I went back to paper after a few months. At least you can scrunch up a letter and throw it across the room with an anguished scream, which you don't want to do with your computer.)
This problem has led to a bunch of state laws attempting to impose "price transparency" on medical providers. As discussed previously, they do not work, because relationships between insurers and providers inhibit transparency. Medical providers "customers" are insurers, which pay most of their claims, not patients. Further, the real problem with medical prices is not that they are opaque, but that they are not formed in a normal market process. Instead, they are negotiated by third-party bureaucracies.
"Right to Shop," a proposal developed and championed by the Foundation for Government Accountability, takes another approach to the problem. As described in Forbes by Josh Archambault, the Right to Shop is pretty straightforward. State law would require medical providers to give good faith estimates of charges for procedures. Insurers and in-network providers would be required to share their negotiated charges with patients. If a patient gets a procedure at lower cost than the negotiated charge, the insurers must share some of the savings with the patient.
Mr. Archambault reports Right to Shop has already succeeded in New Hampshire, where Anthem Blue Cross implemented it for state employees. In 2015, it saved a total of $12 million, of which one million dollars was paid out to patients. It is not clear who benefitted from the $11 million balance. It would be good to know how much went to taxpayers and how much to the insurer! Nevertheless, it is a step in the right direction.
Right to Shop would impose some reporting and compliance burden on both insurers and providers, which is difficult to endorse. Further, it is easy to underestimate insurers' and medical providers' commitment to the status quo, which benefits them because it causes above-market prices. They will be very committed to undermining the Right to Shop.
On the other hand, because it is an initiative among the states, the law can be tweaked and it will be easier to learn how to improve it than if it is imposed nationally. Right to Shop will not fix everything in our overly expensive health system, but it is a positive proposal that would have an impact in the right direction.
